Anthony Charles “AC”

Chairman

Anthony “AC” Charles serves as the Program Director for Men of Valor, where he leads Christ-centered reentry programs that help formerly incarcerated men rebuild their lives with purpose, confidence, and community. His work focuses on breaking cycles of incarceration and addiction by connecting correctional institutions, churches, and local partners to create pathways of hope and restoration. AC brings deep personal insight to this mission—having served a total of 10 years incarcerated between 2000 and 2010—and now uses that lived experience to fuel hope, accountability, and transformation for the men he serves. A proud U.S. Army veteran, AC brought over a decade of leadership and resilience from his years as an M1-A1 Tanker (1982–1993), channeling that discipline into ministry, mentorship, and servant leadership. Since joining Men of Valor in 2011, he has helped hundreds of men grow spiritually, develop essential life skills, and successfully reenter society—building bridges, sparking hope, and strengthening Knoxville through Christ‑centered transformation and authentic relationships. Originally from Chicago, AC carries a deep passion for seeing lives transformed and communities strengthened. His mission is simple: To Know Jesus and To make Him Known!

Tonya Chandler

Founder/Executive Director

Tonya’s heart for this ministry was ignited in 2019 when she began ministering behind the walls of the Knox County Detention Facility. In the presence of women longing for hope and healing, she felt for the first time that she was standing in the center of God’s will. That moment changed everything. She has served in ministry half of her life, as the previous Executive Director of FOCUS Ministries, and since 2009, as the Women’s Ministry Leader at West Emory Baptist Church, where her husband, Pastor Gary, has served since 2006.

Heather Munsey

Vice Chairperson

Heather Munsey is 45 years old and originally from Claxton, Tennessee. She now lives in Karns with her husband of 18 years, Donnie Munsey, and their four beloved fur babies. Together, they have two children, a 28-year-old daughter who lives in Crestview, Florida, and a 26-year-old son who lives in Halls, Tennessee. Heather is a Certified Medical Assistant and has been serving in family practice and occupational medicine since 2011. She considers it a blessing to work for a Christian doctor, which allows her to openly share the love of God with those she encounters. Her desire to enter the medical field was rooted in her heart to help people and to be a light in someone’s difficult day. Although Heather began her Christian journey at the age of 25, it was not until her 30s that she fully surrendered her life to Jesus after walking through many twists and turns. In 2019, she began serving behind the walls, where she quickly fell in love with the ministry. She treasures the opportunity to serve alongside people she deeply cares about and to witness lives being transformed and set free. Heather is excited to continue this journey with Living in Freedom Ministries and to see even more women surrender their lives to Christ and be powerfully changed by Him. She attends West Emory Baptist Church, where she serves as a Sunday School teacher and worship leader, while her husband serves as a deacon. They have been faithful members for nearly 17 years and consider it a true joy to be part of their church family.

Martha Williams

Treasurer

Martha is a dedicated and accomplished professional with a proven track record in her field. With decades of experience in Accounting, Martha has developed a reputation for integrity and exceptional work ethic. Her expertise spans across various areas, including public accounting, industry, governmental and non-profit accounting. Throughout her career, Martha has consistently demonstrated an ability to adapt to new challenges and deliver results. Her collaborative approach and commitment to continuous learning have enabled her to build strong relationships with colleagues and clients alike. Outside of work, Martha is passionate about her Church, family activities, prison ministry (serving as a volunteer with God Behind Bars), and community involvement (serving as a small group leader at Celebrate Recovery). She believes in the importance of maintaining a balanced lifestyle and supporting others in achieving their goals. Martha continues to seek new opportunities for growth as guided by the Holy Spirit and is dedicated to making a positive impact in both their professional and personal endeavors.

Suzanne Gunnell

Secretary

Suzanne Gunnell has faithfully served in ministry for over 25 years, using her gifts in administration and organization to support and strengthen the work of the church. Throughout the years, she has served in a variety of roles, including Administrative Assistant, Children’s Director, Missions Director, and in Homeless Outreach and Food Pantry ministries. She has a deep love for serving others and a heart for meeting both practical and spiritual needs. Suzanne currently serves as the church secretary at West Emory Baptist Church and as the Board Secretary for Living in Freedom Ministries. Her dedication and attention to detail play a vital role in helping both ministries operate effectively. She has been married to her husband for 17 years, and together they share a blended family of six adult children and are blessed with six grandchildren. Suzanne is excited to see how God continues to move through Living in Freedom Ministries and is grateful to be part of the journey.

Bobbi Tischuk

Bobbi Tischuk has been actively involved in jail ministry since 2019 in Knox County, Tennessee. Prior to that, she served in several jails in Broward County, Florida, where she lived until moving to Knoxville in 2008. Her heart for ministry has been shaped through years of faithfully serving and walking alongside individuals seeking transformation. Bobbi is a United States Army veteran, having served her country for 13 years. During her military career, she was stationed in three different countries and held a variety of roles, gaining valuable life experience and discipline along the way. After her time in the military, she fulfilled a lifelong dream by becoming a school teacher, teaching at both the elementary and middle school levels. She continues to carry a deep passion for teaching, which she now pours into her work in the jail. Through this ministry, Bobbi has the opportunity to invest in the lives of women who are seeking to change their futures, offering wisdom, encouragement, and truth. She considers it a true honor that God has entrusted her with such meaningful work.

Cynde Stouffer

Cynde Stouffer is dedicated to supporting women as they rebuild their lives after incarceration through faith, encouragement, and practical guidance. With a heart for restoration and second chances, she is passionate about walking alongside people as they transition back into their communities, helping them find stability, purpose, and hope. Through her involvement in this faith-based reentry program, Cynde is committed to creating a supportive environment that empowers women to break cycles, strengthen their foundations, and move forward with confidence and dignity.

Brenda Kay Spitzbarth

For Ms. Kay family has always been one of God’s greatest blessings in her life. When she and her husband, Art, were married 27 years ago, she brought three children into the marriage—Kurt, Stephanie, and Dustin—while Art brought two daughters, Jenna and Kelli. Together, God has blessed them with a beautiful blended family of five children, 11 grandchildren, and five great-grandchildren. Now retired, they live in Maryville, where she enjoys spending time with her three brothers and is deeply grateful for the love and support of her church family at New Hope Baptist Church. Her youngest son, Dustin, faced significant challenges throughout his life, including mental health struggles, a learning disability, and behavioral issues. He began using drugs at a young age, and in 2014, he was sentenced to life in prison as a repeat offender. After serving nearly 12 years, Dustin was tragically murdered by his cellmate on October 9, 2025. Dustin is her “why.” In the months following his death, the Lord began stirring her heart to share their story, especially within jails and prisons, as a way to bring hope and healing to others walking similar paths. Living in Freedom Ministries became the open door for that calling. At first, she questioned whether the pain was still too fresh to share, but God met her there. In His faithfulness, He has turned deep sorrow into purpose and ministry. She praises His holy name for His goodness and is honored to be used by Him in this way.

David Elkins

David was born into a middle class family in Chattanooga with every opportunity for
success. Nurtured by the two loving parents and 3 older siblings. Unfortunately, David was introduced to drugs at a very young age (11) that altered the course of his life greatly. He spent the next 32 years battling addictions in and out of prison with many devastating losses and no hope. Finally, in 1996 crying out to Jesus brought salvation, restoration, and purpose to his life. In 2006 David, answered the call to minister to the incarcerated and addicted. He served twelve years with FOCUS Prison Ministries, ministering behind the walls and overseeing reentry, transition, and Back-to-Work programs. In 2018, David came on board with Lighthouse/Safe harbor as director of their East TN Program in Jefferson County where he now serves as pastor, director, and board member of that seventy-bed facility.

Diana Jordan

Minister Diana Jordan is a licensed minister of the gospel of Jesus Christ, a transformation life coach, trauma recovery specialist, and servant of the Lord. She is originally from East Saint Louis, Illinois, and after faithfully following the voice of God from Indiana, she now resides in Tennessee. She currently serves as an associate minister at Saint Paul Missionary Baptist Church under the leadership of Pastor Dexter D. Mims, where she also directs the youth choir. Her passion for youth ministry, healing, and restoration continues to shine through her leadership and service. Minister Diana is also an author, writing powerfully on topics such as “healing,” “deliverance,” and “breaking generational curses.” Her heart is especially drawn to women who feel “overlooked,” “broken,” or “bound by trauma.” Through her books, messages, and coaching, she empowers others to rediscover their God-given identity and walk in divine purpose. She is married to Pastor Dexter Jordan Jr., who currently serves at Open Door Missionary Baptist Church in Knoxville, Tennessee, and works as a hospice chaplain at the University of Tennessee. Together, they serve the body of Christ with compassion, wisdom, and a deep desire to see lives transformed through the power of the Holy Spirit. She has 5 children, plus 1 bonus child, and 10 grandchildren. Minister Diana Jordan is known for her passionate, Spirit-led preaching, prophetic insight, and transparency in sharing how God rescued her from the depths of despair. Her testimony is a living example of Psalm 91—“God’s protection, healing, and power for those who dwell in the secret place.”

Devin Vaulton

Devin Vaulton serves as a member of the Board of Directors for the ministry and considers it a true honor to be part of the work God is doing. She grew up in Maryville and now resides in Knoxville. Her greatest blessing is his son, Bryson, who holds a special place in her life. Devin’s life has been transformed by the grace and mercy of Jesus Christ, and she is passionate about sharing that same hope with others. She has a heart for encouraging people and reminding them that no one is beyond redemption. Devin finds great joy in walking alongside others as they discover the healing and freedom that can only be found in Christ.

Mary Rochat

Mary accepted Jesus Christ as her personal Savior in 1984, a moment that brought a dramatic transformation and shaped the course of her life. Over the past 43 years of marriage, she has been blessed with nine children, and today her family has grown to include nine more children of love and 25 grandchildren under the age of 15. Family has always been central to her life and calling. Although she graduated from Kent State University and gained experience working in a variety of settings, her primary focus has been building a family rooted in God’s design. She faithfully homeschooled all of her children through graduation and, in 2019, entered a new season as an empty nester. She has a deep love for sharing about Jesus Christ and the abundant, joyful life found in Him. She is passionate about teaching on the indwelling of the Holy Spirit in every believer and the goodness of Almighty God as Abba Father. She has been serving in a detention facility ministry for several years, where she finds great joy in watching women experience moments of truth and revelation. She also treasures the ways God continues to teach and grow her through the process. With many hobbies and a genuine love for people, she delights in the diversity and uniqueness of each person created in God’s image. The worth, value, honor, and authority given by God to His people remain some of her greatest and most meaningful revelations.
